Non-local JUPAS Applicants

2019 Applications for Admission via JUPAS from Non-local Applicants

In accordance with the Hong Kong Special Administrative Region (HKSAR) Government's policy, UGC-funded institutions can only admit non-local applicants to UGC-funded programmes by way of over-enrolment of the approved student number.  Hence, non-local applicants will NOT compete with local applicants for UGC-funded intake places.

Non-local applicants are reminded to note the following:

  1. Their applications will be considered with other non-local applicants applying via the non-JUPAS route.

  2. Places for non-local applicants are limited and there is keen competition for admission.

  3. Non-local applicants who are given offers under JUPAS are required to pay higher tuition fees than local applicants.  Non-local applicants should check the amount of tuition fees with the institutions offering them admissions.  The institutions offering applicants admissions will further check their local / non-local status at the time of admission according to the proof of identity produced during registration / enrolment and will decide on the tuition fees to be charged, the amount of which is based on their local / non-local status in Hong Kong.

  4. The Admission Scores shown under Useful Material are for reference of LOCAL APPLICANTS only.

Local Students

According to the Education Bureau (EDB), LOCAL STUDENTS, for the purpose of admission to post-secondary programmes, are defined as follows:

The student is a holder of:

LS1 HKID Card (Permanent)
LS2 Documents issued by the Immigration Department of the HKSAR showing right to land / right of abode in Hong Kong
LS3 One-way Permit for entry to Hong Kong
LS4 Full-time employment visa / work permit
LS5

Dependant visa / entry permit (for students who were below 18 years old) NoteUpdated

Note EDB in November 2018 reviewed and redefined its definition of dependant visa / entry permit for local students, applicable to ALL 2019 JUPAS APPLICANTS, as students holding dependant visa / entry permit who were below 18 years old when they were issued with such visa / entry permit by the Immigration Department of the HKSAR.

LS7 Visa / Entry permit for Capital Investment Entrant Scheme
LS8 Visa / Entry permit for Admission Scheme for the Second Generation of Chinese Hong Kong Permanent Residents
LS9 Visa label for unconditional stay
Non-local Students

According to the EDB, NON-LOCAL STUDENTS, for the purpose of admission to post-secondary programmes, are defined as follows:

The student is a holder of the following documents issued by the Immigration Department of the HKSAR:

NLS1 Student visa / entry permit
NLS2 Visa / Entry permit under the Immigration Arrangements for Non-local Graduates
NLS3

Dependant visa / entry permit (for students who were 18 years old or above) NoteUpdated

Note EDB in November 2018 reviewed and redefined its definition of dependant visa / entry permit for non-local students, applicable to ALL 2019 JUPAS APPLICANTS, as students holding dependant visa / entry permit who were 18 years old or above when they were issued with such visa / entry permit by the Immigration Department of the HKSAR.

Applicants who do not hold any of the documents in LS1 – LS9 above are defined as NON-LOCAL APPLICANTS.

Recognizance Form

Holders of Recognizance Form must contact the JUPAS Office as soon as possible before submitting their JUPAS applications to ascertain their status.

2020 Applications for Admission from Non-local Applicants

In accordance with the HKSAR Government's policy, all non-local applicants, regardless of whether they possess HKDSE Examination results, MUST apply for admission via the non-JUPAS route, and NOT via JUPAS as from the 2020 JUPAS cycle.
