About HKMU

Hong Kong Metropolitan University (HKMU) (formerly “The Open University of Hong Kong”) was established by the Government in 1989. Over the years, we have grown into a leader in open and flexible education in the Asia Pacific region. HKMU began offering full-time programmes in 2001 and has joined the Joint University Programmes Admissions System (JUPAS) since 2007. Our full-time face-to-face programmes for qualified secondary school leavers are on par with other established universities across Hong Kong. The University has been retitled to Hong Kong Metropolitan University on 1 September 2021 to reflect its current status as a young, dynamic, full-fledged university.

We always keep a finger on the pulse of society’s needs, continuously reviewing, updating and enhancing our programmes to include the latest knowledge and skills required by you and future employers. We offer these programmes at various levels through our schools, focusing on distinct disciplines and areas of expertise.

In the 2024/25 academic year, we offer a total of 46 JUPAS programmes, ranging from arts, social science, business administration, aviation services management, education, languages, nursing, physiotherapy, computer science, testing and certification, medical laboratory science and other applied science and engineering programmes. All of these programmes have undergone rigorous quality assurance mechanisms. They are listed on the Qualifications Register (QR) under the Hong Kong Qualifications Framework (HKQF) introduced by the Education Bureau (EDB) of the Government of the Hong Kong Special Administrative Region (HKSAR). HKMU programmes are widely recognized both locally and internationally by tertiary institutions, employers and professional bodies. Our graduates receive a range of honours, exemptions and recognition from these organisations.

Aside from classes, the University promotes early industry engagement, cross-cultural immersion, inter-institutional competitions and entrepreneurship development. We offer 2,000 to 3,000 local and overseas internships for our undergraduate students every year. We organize a wide range of overseas exchanges and study tours to provide students with opportunities to live and learn with people from diverse cultural backgrounds. To broaden students’ horizons, build self-confidence and develop a practical understanding of their areas of interest, we support and train students to compete at local, regional and international levels, enabling them to demonstrate their excellence across different domains, including academia, creative arts and sports. Our entrepreneurship development programme provides seed money and incubation support for new business ideas. It aims to unleash students’ creativity, cultivate their entrepreneurial skills and help them translate innovative ideas into viable operations for profit-making and social good.


Government Subsidies

With the introduction of government subsidy schemes by the EDB, namely the Study Subsidy Scheme for Designated Professions/Sectors (SSSDP) and the Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong (NMTSS), our tuition fees (after deduction of relevant subsidies) are comparable to those of programmes funded by the University Grants Committee.

The SSSDP has been introduced since 2015/16 to nurture talents for industries with keen manpower demand. In the 2024/25 academic year, the University will offer a wide range of SSSDP degree programmes across various academic disciplines, including creative arts and film arts, financial technology, global marketing, international hospitality and attractions management, sports and recreation management, medical laboratory science, testing, inspection and certification, data science and artificial intelligence, civil engineering, computer science, nursing, and physiotherapy.

For the 2024/25 academic year, the annual subsidy amount for SSSDP programmes is up to HK$$45,810 for non-laboratory-based programmes and HK$$79,770 for laboratory-based programmes. 

Since the 2017/18 academic year, the EDB has also launched the NMTSS to provide a non-means tested annual subsidy for eligible students pursuing full-time locally-accredited local self-financing undergraduate programmes in Hong Kong. All of our self-financing programmes are covered by the NMTSS. For the 2023/24 academic year, the annual subsidy amount has increased to HK$33,740, which means greater benefits for local students. The subsidy amount for the 2024/25 academic year will be subject to review with reference to the CCPI (Composite Consumer Price Index) in Hong Kong. 


Entrance Scholarships

Starting from 2023, students who attain 5* and 5** in any subject of HKDSE and are admitted to HKMU degree programmes through the JUPAS scheme will be awarded HKDSE Star Scholarships of HK$40,000 for each subject. The University will directly inform eligible students of their scholarship awards.

The University also presents a variety of prestigious entrance scholarships to other HKDSE students and outstanding athletes. Each scholarship recipient will receive up to HK$120,000 annually, recognizing their academic excellence and/or outstanding talent as new students. Renewable scholarships will be awarded to successful applicants in subsequent years of study, subject to satisfactory performance at HKMU.
