About JUPAS
Personal Data / Personal Information Protection
Your personal data / personal information (Data), including but not limited to your name, date of birth, sex, HKID card number, identity document copy, email address, phone number(s), mailing address, and necessary supporting information / document(s), is collected by the JUPAS Office for processing your application for the 2027 admission to full-time bachelor's degree / higher diploma programmes offered under JUPAS by the 9 JUPAS participating-institutions and the SSSDP institutions (the Institutions). In this regard, your Data may be used to enable JUPAS and the Institutions to:

Process and consider your application;

Obtain your HKDSE Examination results (past and / or current) from the Hong Kong Examinations and Assessment Authority (HKEAA);

Obtain information about your candidature for public examinations and studies in institutions in Hong Kong and elsewhere from relevant institutions where necessary;

Receive from the Immigration Department, and to verify, any Statement of Travel Records and the related application form for the purpose of assessing your eligibility under the Revised Eligibility Requirements applicable from the 2027 JUPAS Admissions Exercise onwards (where appliable);

Identify multiple applications and to check records of your studies in any of the Institutions, etc. in relation to your application for admission via JUPAS;
-
Obtain the payment details from the payment channels, and to process payment and refund (if applicable) of fees in relation to your JUPAS application;

Contact you regarding your application, including but not limited to providing updates, requesting further information or documents, and notifying you of decisions or other important matters;

Produce statistics and analytical reports relating to the JUPAS Admissions Exercise and the services provided by JUPAS, on the basis that no individual can be identified from such statistics or reports;

Comply with applicable laws, regulations, codes of practice, court orders, and any lawful requests from government, statutory, regulatory or law enforcement authorities in Hong Kong, Chinese Mainland or overseas; and
-
Carry out any other purposes directly related to the processing and consideration of your application for admission via JUPAS and which are permitted by laws.
It is therefore necessary for you / your school (applicable to school applicants only) to supply JUPAS and the Institutions with your Data in connection with the application. Failure to provide such Data will render JUPAS and the Institutions unable to process and / or consider your application.
Information relating to disability constitutes Sensitive Personal Data. JUPAS will not collect such Sensitive Personal Data unless you choose to provide it and give separate and explicit consent. If provided, information may be shared with the Commissioner for Rehabilitation of the Labour and Welfare Bureau for verification, and with the Institutions solely for the purpose of special consideration and to enable them to provide the appropriate support and assistance at an early stage.
In this regard, you are required to agree and accept the "Declaration" in the JUPAS Online Application System at the time of creating your account, that JUPAS may use your Data and your Sensitive Personal Data (if provided) for the purposes as set out above.
If any cross-border transfer of your Data and / or Sensitive Personal Data (including transfer to or from Chinese Mainland) is involved, or if your Data and / or Sensitive Personal Data need to be transferred outside the jurisdictions in which you reside for the purposes of processing your application, the JUPAS Office will ensure that such transfer is conducted in compliance with the Personal Data (Privacy) Ordinance (Cap. 486), the Personal Information Protection Law of the People's Republic of China, and other applicable laws, and is subject to appropriate safeguards.
Additionally, JUPAS may allow the school in which you are currently enrolled (provided it has been assigend a school code by the HKEAA) (applicable to school applicants only) to access:

The information contained in your application and the progress of your application; and

The outcome of your application, unless you opt out such access in your JUPAS account (under "Agreement to Data Usage" of the Declaration).
The deadline for updating your selection in your JUPAS account is 26 August 2027 (2:00 pm). School applicants who would like to update the selection past the deadline should contact the JUPAS Office as soon as possible and no later than 31 December 2027. Requests submitted after the above deadline are NOT accepted.
JUPAS and the Institutions may also use information in your application for statistical, analytical and research purposes, provided that no information which can identify you will be published or disclosed in any resulting statistics or research outputs.
JUPAS and the Institutions may use your Data (namely name, mailing address, phone number(s) and / or email address) for direct marketing purposes (such as advertising or promoting their programmes), provided that you have given your separate consent. You may opt out of or withdraw such consent at any time in your JUPAS account (under "Agreement to Data Usage" of Declaration).
Personal Information Protection Law (PIPL) (Chinese version; English version) is the data privacy law in Chinese Mainland on personal information protection. It applies to the processing and accessing of cross-border data transfers.
The personal information of applicants who fall into any of the following circumstances (including but not limited to) will be considered as being transferred to / from Mainland:
a) residing in Mainland but studying in a school in Hong Kong SAR; or
b) studying in a school in Mainland; or
c) travelling to Mainland at least once and processing JUPAS application data during their time in Mainland.
In accordance with the PIPL, applicants who are below 18 years old as at the date of creation of JUPAS account must submit a Cross-Border Data Transfer Consent Form (Consent Form) duly signed by parents / guardians. The JUPAS application cannot be processed further if applicants fail to provide a completed Consent Form.
Applicants who are above 18 years old at the time of creating their JUPAS account are required to agree and accept the terms via the JUPAS Online Application System under "Declaration" page.
Applicants may update their Cross-Border Data Transfer status any time in their JUPAS account (under "Agreement to Data Usage" of Declaration).
The JUPAS Office will take practicable steps to ensure that the Data maintained on you are accurate. However, it remains your responsibility to keep your Data up to date. You can log in to your JUPAS account to enquire, update and retain a copy of your Data.
Applicants who have cancelled their JUPAS application and wish to delete their Data and / or Sensitive Personal Data may submit requests via Enquiry Form to the JUPAS Office.
All Data and / or Sensitive Personal Data (including data submitted by applicants whose applications are active or cancelled, data submitted by schools, and HKDSE Examination results obtained from the HKEAA) will normally be discarded by JUPAS after 6 months from the completion of the 2027 Admissions Exercise. The Institutions will dispose of the aforesaid data according to their own data handling policies. In any event, the Data will not be retained longer than is necessary to fulfill the purposes for which it was collected.
In accordance with the Personal Data (Privacy) Ordinance (PDPO), you have the right to access, correct and update your Data.
You can log in to the JUPAS account to enquire, update and retain copies of your Data.
If you wish to request copies of the submitted materials, you must complete and submit a formal data access request in writing (using the form specified by the Privacy Commissioner for Personal Data) to the JUPAS Office. The JUPAS Office will respond to your data access request in writing within 40 days after receiving a complete request to comply with the PDPO.

Information relating to JUPAS applications (e.g. personal particulars of applicants (i.e. data subjects), outcomes, programme choices) may constitute Data as defined in the PDPO and must be protected accordingly.
In this regard, the JUPAS Office must comply with the requirements of the PDPO and Data Protection Principles (DPP) thereunder, in particular:

DPP 3 – Use of Personal Data; and
-
DPP 4 – Security of Personal Data.
The JUPAS Office will NOT entertain enquiries from third parties (such as teachers, parents, guardians, siblings, relatives or friends) on the information of JUPAS applicants and their applications unless the disclosure is permitted under the PDPO (Cap. 486). The PDPO allows the imposition of a fee for complying with a data access request. The JUPAS Office has accordingly set a fee for the processing of any such data access request.
The following fees will be charged to cover administrative costs for the processing of data access:
